• You can select the same country up to 2 times.
• The same country cannot be selected consecutively.
• Use Selection Summary to remove any selected entry.
• You can drag and drop summary items to reorder.
• If reorder creates consecutive duplicates, it is blocked.
• Your final order here controls country flow in Step 2.
